Quebec Skilled workers
Quebec skilled workers is for applicants who intend to reside in Quebec and want to become permanent residents of Canada.To immigrate to Canada as a Quebec-selected skilled worker, you must apply in the following 2 stages: first get the Quebec Selection Certificate (CSQ:Certificat de sélection du Québec); second apply to Immigration, Refugees and Citizenship Canada for permanent residence.

QSW selection factors and criteria
Selection is made based on a point grid for various selection factors, which will be affected by awarded points. The assessment of your application will decide if you have enough points to be selected by Québec.
The selection factors and criteria help to assess your social and professional profile (as well as your spouse’s, if applicable) and determine your potential for adapting to Québec labour market and Québec society. The factors and criteria considered are:
Your schooling (level of education and area of training). Only diplomas obtained before the submission of your application are considered in the attribution of points for the Education Level criterion;
Your work experience
Your stays in Québec and family relationship with a Canadian citizen or a permanent Québec resident
Having a permanent employment offer validated by the Ministère (this applies only if you have got a job offer which meets certain requirements from a Québec employer). See the section International recruitment - Hiring a permanent foreign worker
Characteristics regarding your accompanying spouse or de facto spouse, if applicable
Other factors that will be taken into consideration: the number of children under the age of 22 who will be accompanying you to Québec
Your ability for financial self-sufficiency (you must sign a contract confirming your commitment to provide for your needs and your family’s needs for at least the first three months following the arrival in Québec).
To qualify for a CSQ, candidates must have enough points under the Quebec Immigration selection system. Based on the QSW pointing system, a single (unmarried) applicant must score at least 50 points while an application with a spouse or common-law partner must reach score at least 59 points.
After obtaining the CSQ, the QSW applicants must successfully go through the medical and security check to get a permanent residence visa.
Processing fees for Quebec Skilled Worker Program for 2020 are as follows:

For a complete application, generally the processing time is six months counting from the date of receiving the application. However, it might subject to change.
